Lines the file itself cannot settle: each offers several qualified parts, or one the engine is not certain of, and choosing is a human act. They are grouped by PART, not by line — a decision is recorded against the customer’s own part code, so it answers every line that part appears on, here and in the next BOM.
Nothing is waiting. Lines that need a SEARCH rather than a choice are not here — they travel in the queries worklist, because nobody can confirm a part the file never names.
